Amend the bill, as and if amended, SECTION 2, by striking Section 59-29-640(A)(1)(e) and inserting:

/ (e)prohibit retaliation for filing a complaint or participating in an investigation. I f, after investigation, a complaint is found to be entirely without merit a parent is barred from making another complaint for a month. If the same parent makes more than two meritless claims in a school year, he can not make complaints for the remainder of the year; /
