Rep. KING proposes the following Amendment No. to S. 133 (COUNCIL\CM\133C001.GT.CM22):

Amend the Joint Resolution, as and if amended, by striking SECTION 1 in its entirety and inserting:

/SECTION1. ( A)T he General Assembly of the State of South Carolina hereby applies to Congress, under the provisions of Article V of the Constitution of the United States, for the calling of a convention of the states limited to proposing an amendment to the Constitution of the United States requiring that, in the absence of a national emergency, the total of all federal appropriations made by Congress for any fiscal year may not exceed the total of all estimated federal revenues for that fiscal year, together with any related and appropriate fiscal restraints.

(B) During a convention of the states, making changes to the thirteenth, fourteenth, or fifteenth amendments to the United States Constitution is prohibited. /
