Rep. J. L. Johnson proposes the following amendment (LC-4289.WAB0078H):

Amend the bill, as and if amended, SECTION 1, by striking Section 59-101-680(D) and inserting:

 (D) A public institution of higher learning shall not infringe on a student, faculty member, or employee's first amendment right to free speech. A public institution of higher learning shall not discriminate on the basis of viewpoint discrimination, including against proponents of Black Lives Matter.
