EXPLANATION:

Amend the bill, as and if amended, Part IB, Section 11, COMMISSION ON HIGHER EDUCATION, page 348, by striking paragraph 11.23 and inserting:

/   11.23. (CHE: Review of Tuition Mitigation Calculations) The Commission on Higher Education shall review the calculation of tuition mitigation funding to public institutions of higher education, including consideration of using the Higher Education Price Index in making the calculation. The commission shall collaborate with representatives from each of South Carolina's public research institutions, four-year public institutions, and systems of higher education and report on suggested recommendations to the General Assembly no later than October 1, 2025. /
