Rep. HARRIS proposes the following Amendment No. to H.4025 as introduced by Ways & Means

EXPLANATION: Requirement to confirm residency for Medicaid services and voter registration declination

Amend the bill, as and if amended, Part IB, Section 33, DEPARTMENT OF HEALTH & HUMAN SERVICES, page 375, after line 28, by adding an appropriately numbered proviso to read:

/(DHHS: Residency Requirement) No funds will be appropriated to the department to offer Medicaid services, including voter registration declination forms, to anyone who is not a legal resident of South Carolina or anyone who does not meet residency status criteria. The department must require an adult to produce one of the following valid and current/unexpired forms of identification of the adult:

(a) South Carolina driver's license;

(b) other form of identification containing a photograph issued by the South Carolina Department of Motor Vehicles;

(c) United States passport;

(d) military identification containing a photograph issued by the United States government; or

(e) South Carolina voter registration card containing a photograph of the voter pursuant to Section .
