EXPLANATION:

Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 554, after line 21, by adding an appropriately numbered paragraph to read:

/ (GP: Prohibition On The Use of State Funds for Non-Merit Based Hiring)  A state agency or quasi-state agency, including institutions of higher education, school districts, charter schools, and all political subdivisions may not use state funds in hiring an employee for any non-merit based reason. /

Renumber sections to conform.

Amend totals and titles to conform.
