    A Joint Resolution to direct the South Carolina Department of Highways and Public Transportation, in cooperation with the South Carolina Commission on Aging and the State Agency of Vocational Rehabilitation, to study the issuance and use of restricted driver's licenses for the aging and persons with handicapping conditions as a means to enhance the independence and self-sufficiency of these persons and to report to the Joint Legislative Committee on Aging; and to amend Section 56-5-3880, Code of Laws of South Carolina, 1976, relating to closure of highways for running events, so as to provide an alternative bridge to the Cooper River Bridge for that run and provide conditions.-amended title
