    A BILL TO AMEND ARTICLE 1, CHAPTER 67, TITLE 59 OF THE 1976 CODE, RELATING TO THE TRANSPORTATION OF PUPILS BY SCHOOL BUSES, TO PROVIDE THAT, EXCEPT FOR EMERGENCIES AND TO REPORT MECHANICAL PROBLEMS, SCHOOL BUS DRIVERS MAY NOT USE CELLULAR TELEPHONES WHILE DRIVING THE SCHOOL BUS AND TO DEFINE EMERGENCY FOR THE PURPOSES OF THIS SECTION.
