    A Bill to amend Section 12-43-220, Code of Laws of South Carolina, 1976, relating to classification of property for property tax purposes and the assessment ratios thereof, so as to delete provisions relating to the rollback of taxes on agricultural real property which is converted or applied to a use other than agricultural and to provide a penalty equal to one percent of the taxes due on the property for the year in which the use is changed as it is valued, assessed, and taxed as agricultural property.
