    A Bill to amend Section 48-39-120, Code of Laws of South Carolina, 1976, relating to the development of a beach erosion control policy by the South Carolina Coastal Council, so as to provide that effective July 1, 1987, no permanent bulkheads or seawalls except for sandbag bulkheads may be used to attempt to stabilize the Atlantic Ocean shoreline; and to amend Chapter 39 of Title 48 of the 1976 Code relating to coastal tidelands and wetlands by adding Sections 48-39-230 through 48-39-260 so as to provide for minimum ocean front setback requirements for all buildings or structures, to provide certain exceptions, and to provide for the administration and enforcement of these minimum ocean front setback requirements.
