    A Bill to amend Sections 38-3-60 and 38-3-80, Code of Laws of South Carolina, 1976, relating to the Chief Insurance Commissioner, so as to provide that beginning in 1988 the Chief Insurance Commissioner must be elected by the qualified electors of this State.
