    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 4-9-135 so as to provide that the governing body of a county may not enforce any provisions of a nationally recognized building code which it has adopted to regulate the construction or improvement of agricultural buildings, to define agricultural building, and to provide that the provisions of this Section do not apply unless prior to constructing an agricultural building the person owning the property on which the building is to be constructed files an affidavit with the county official responsible for enforcing the building code stating that the building is being constructed on agricultural property as defined under the provisions of Section 12-43-230, and to provide that the provisions of this Section do not affect the issuance of building permits by any county which requires one prior to the construction or improvement of a building.
