    A Bill to amend Section 5-13-100, Code of Laws of South Carolina, 1976, relating to the authority of the Manager under the Council-Manager form of municipal government to recommend to the council the creation, change, or abolishment of offices, departments, or agencies of municipal government, so as to delete the authority of the Manager to make recommendations in these matters and provide that the Council may accomplish these matters after discussing any changes with the Manager.
