    A Bill to amend Chapter 21 of Title 8, Code of Laws of South Carolina, 1976, relating to fees and costs by adding Section 8-21-15 so as to provide that no state agency or department may charge a fee for performing any duty, responsibility, or function unless the fee is authorized and set by statutory law, to define statutory law, and to provide exceptions.
