    A Bill to amend Chapter 3 of Title 5, Code of Laws of South Carolina, 1976, relating to the annexation procedures authorized for municipalities, by adding Section 5-3-310 so as to authorize a municipality to annex a contiguous area if a petition signed by sixty percent or more of the resident freeholders who own sixty percent of the assessed value of real property in the area proposed to be annexed is presented to the municipal council.
