    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 14-1-240 SO AS TO PROVIDE THAT A COURT MAY DIRECT THAT AN INMATE NOT BE ALLOWED TO SERVE A LAWSUIT AGAINST ANY PERSON, AGENCY, OR ENTITY UNDER CERTAIN CIRCUMSTANCES.
