    A Bill to amend Article 5, Chapter 1, Title 59, Code of Laws of South Carolina, 1976, relating to education, by adding Section 59-1-450 so as to provide that the State shall provide funds for only one central school administrative operation in each of the forty-six counties effective July 1, 1988.
