    A Bill to amend Title 59, Code of Laws of South Carolina, 1976, relating to education, by adding Chapter 22 so as to provide for allocation of state funds to school districts for fringe benefits of minimum required public school personnel according to procedures prescribed in the program and provide for local district contributions.
