    A Bill to amend Act 140 of 1969, as amended, relating to school districts and the county library in Richland County, so as to require that the Richland County Legislative Delegation may not take any action that would result in the merger of or a change in Richland County school districts without the electors in each school district approving the merger or change; to provide for the manner in which a referendum may be initiated; and to delete the authority of the Richland County Legislative Delegation to conduct an advisory referendum on the question of a merger or change and the provision that the merger or change may be accomplished only by approval of the Richland County Legislative Delegation; and to devolve all powers of the Richland County Board of Education and Superintendent of Education, which were devolved upon the Richland County Council, upon the school boards of Richland County School District Nos. 1 and 2.
