    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-15-67 SO AS TO PROVIDE BEGINNING JANUARY 1, 2018, THE LEGISLATIVE AUDIT COUNCIL SHALL CONDUCT A MANAGEMENT PERFORMANCE AUDIT OF EACH PUBLIC INSTITUTION OF HIGHER EDUCATION IN THE STATE EVERY TEN YEARS PURSUANT TO A CERTAIN SCHEDULE.
