    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 57-3-195 SO AS TO PROVIDE THAT THE DEPARTMENT OF TRANSPORTATION MAY ENTER INTO CONTRACTS WITH BONA FIDE FARMERS IN THE STATE'S TEN MOST ECONOMICALLY DISADVANTAGED COUNTIES TO MAINTAIN THE RIGHTS-OF-WAY OF RURAL PORTIONS OF THE STATE'S HIGHWAYS.
