    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-1-860 SO AS TO PROVIDE THAT CERTAIN PERSONS WHO ARE ADJUDICATED GUILTY OF SPEEDING OR ARE INVOLVED IN A MOTOR VEHICLE ACCIDENT IN WHICH THE PERSON IS AT FAULT MUST COMPLETE A DEFENSIVE DRIVING COURSE.
