    A BILL TO AMEND SECTION 63-17-490, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO EMPLOYMENT TRAINING PROGRAMS TARGETING UNEMPLOYED OR UNDEREMPLOYED NONCUSTODIAL PARENTS WHO OWE CHILD SUPPORT, SO AS TO REQUIRE THE DEPARTMENT OF EMPLOYMENT AND WORKFORCE TO OFFER EMPLOYMENT TRAINING AND PLACEMENT PROGRAMS FUNDED BY THE WORKFORCE INVESTMENT ACT AND TO UNDERTAKE EFFORTS TO OFFER STIPENDS TO PROGRAM PARTICIPANTS.
