    A BILL TO AMEND SECTION 24-21-490, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE COLLECTION AND DISTRIBUTION OF RESTITUTION BY THE DEPARTMENT OF PROBATION, PAROLE AND PARDON SERVICES, SO AS TO PROVIDE THAT THE DEPARTMENT SHALL CONSIDER AN OFFENDER'S ABILITY TO MAKE RESTITUTION WHEN IT DETERMINES THE AMOUNT OF AN OFFENDER'S MONTHLY PAYMENT.
