    A Bill to amend Act 421 of 1978, as amended, relating to the registration and licensing of vehicles, so as to provide that the annual registration for trailers, semitrailers and pole trailers defined in Section 56-3-700, Code of Laws of South Carolina, 1976, shall begin on January first of each year and expire on December thirty-first of each year.
