    A Bill to establish policies with regard to the treatment of victims and witnesses of crime which shall be known as the "Victim's and Witness's Bill of Rights", to provide that these policies are a guide to the treatment of victims and witnesses of crime and are not legally enforceable, to provide that victims of crime have the right to submit a victim impact statement for the court or parole board to consider when imposing sentence or determining parole, to provide for the manner in which this victim impact statement shall be developed, and to provide that it is the responsibility of the state or local law enforcement agency having jurisdiction of particular criminal cases to assume certain costs for evidentiary collection in these cases.
