    A Joint Resolution to provide that the filing period for those wishing to offer in a primary election for the office of county council, where the redistricting plan for such offices was not precleared pursuant to the Voting Rights Act until after the filing period for these offices had closed, must open at noon on Monday, May 12, 1986, and close at 5:00 p.m. on Friday, May 23, 1986, for these offices only.
