    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 61-6-175 SO AS TO PROVIDE THAT THE DEPARTMENT MAY NOT ISSUE A RETAIL DEALER LICENSE TO A BUSINESS IN RICHLAND COUNTY IF THE BUSINESS IS WITHIN FIVE MILES OF AN EXISTING BUSINESS THAT HOLDS A RETAIL DEALER LICENSE.
