    A Bill to authorize the Aiken County Board of Education, for the 1981-82 tax year and in ensuing years, to levy a maximum of 96.4 mills for the operation of the school district of Aiken County, to specify that the additional 4.4 mills authorized over the 1979-80 levy shall be used exclusively to comply with the requirements of the Education Finance Act of 1977 and to authorize the board to levy not more than eleven additonal mills above the 96.4 mill maximum upon the approval thereof by the qualified electors of the school district in a referendum.
