    A BILL TO AMEND SECTION 44-7-170, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE CERTIFICATE OF NEED PROGRAM, SO AS TO CLARIFY THAT KIDNEY DISEASE TREATMENT CENTERS ARE EXEMPT FROM CERTIFICATE OF NEED REVIEW REQUIREMENTS BUT ARE SUBJECT TO LICENSING REQUIREMENTS; AND TO REPEAL SECTION 44-7-310 RELATING TO PUBLIC ACCESS TO HEALTH FACILITY LICENSING INFORMATION.
