    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 8 TO CHAPTER 11, TITLE 1 SO AS TO PROVIDE THAT THE STATE BUDGET AND CONTROL BOARD SHALL ESTABLISH A STATEWIDE PLANNING AND MAPPING SYSTEM FOR THE PUBLIC BUILDINGS IN THE STATE FOR USE BY RESPONSE AGENCIES THAT ARE CALLED UPON TO RESPOND TO AN ACT OF TERRORISM OR A RELATED EMERGENCY.
