    A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 58-1-70 SO AS TO REQUIRE A UTILITY THAT OFFERS A DRIVE-THROUGH WINDOW FOR CUSTOMER SERVICE TO PERMIT A CUSTOMER TO MAKE A PAYMENT AT ITS DRIVE-THROUGH WINDOW, AND TO PROVIDE WHAT CONSTITUTES A "UTILITY".
