    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-1-45 SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY MAY NOT ISSUE TO A PERSON HIS INITIAL MOTOR VEHICLE DRIVER'S LICENSE UNLESS HE HAS SUCCESSFULLY COMPLETED A DRIVER'S EDUCATION COURSE.
