A Bill to amend Section 15-78-20, as amended, Code of Laws of South Carolina, 1976, relating to the South Carolina Tort Claims Act, so as to provide that if a cause of action against a governmental entity arose or accrued prior to July 1, 1986, a claim may be made against that governmental entity up to the amount of liability insurance coverage maintained by the entity and to delete a requirement that the case must have been filed prior to July 1, 1986, in order for these claims to be made; and to provide the manner in which the statutory time for filing these claims must be computed.
