A Bill to enact the "South Carolina Governmental Tort Claims Act", establish
therein limitations and procedures for tort actions against the state and its
political subdivisions and make provision for liability insurance for
government entities; to amend Section 1-11-140, Code of Laws of South
Carolina, 1976, as amended, relating to the authorization to the Budget and
Control Board to provide insurance for state employees and employees of
political subdivisions, so as to delete a limitation on procurement of such
insurance; and to amend Section 15-77-230, as amended, relating to the
Governmental Motor Vehicle Tort Claims Act, Section 57-5-1810, relating to
actions against the Department of Highways and Public Transportation, Section
57-17-860, relating to damages for actions against counties for highway
related damages and Section 59-67-710, as amended, relating to damages in
school bus accidents, so as to increase the amount of damages recoverable
under each such section.
