To whom was referred a Bill (H. 3235), to amend the Code of Laws
of South Carolina, 1976, by adding Section 44-29-185 so as to require
sufficient funding to ensure that all preschool aged children are
immunized, etc., respectfully

H. 3235 is a proposed Bill to amend the Code of Laws of S.C. , 1976
by adding Section 44-29-185 so as to require sufficient funding to
ensure that all preschool aged children are immunized to meet the
statutory requirement for admission to school.
The current minimum vaccine requirement for admission to school
is as follows: (according to Division of Immunization and Prevention
DHEC)
Minimum Requirement for School Admission
1. D.P.T., 3 of 5 doses, series cost $20.74
2. O.P.V., 3 of 4 doses, series cost 6.00
3. M.R., 1 of 2 doses, series cost 11.65

per child
The series costs, as shown, are based upon the current DHEC Federal
Contract. An average annual increase of 6% for vaccines is anticipated.
The number of births in S.C. per year is 55,000 children. If DHEC were
to assume the full responsibility for all children, the annual cost would
approximate $2.1 million. At the current time, Medicaid reimburses
$500,000 (approx.)/year. A further reduction could be expected of
military dependent live births in the state that would get immunizations
at military facilities. (No know figure). Some children will get their
immunizations from their family physicians and be paid for by insurance
or out of pocket.
This impact statement is based upon maximum participation and full
responsibility by DHEC. The predictability of lower cost is too
uncertain to entertain.

A BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976,
BY ADDING SECTION 44-29-185 SO AS TO REQUIRE
SUFFICIENT FUNDING TO ENSURE THAT ALL PRESCHOOL
AGED CHILDREN ARE IMMUNIZED TO MEET THE STATUTORY
REQUIREMENT FOR ADMISSION TO SCHOOL.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 44-29-185. The General Assembly shall appropriate
sufficient funds through the budget of the Department of Health and
Environmental Control to ensure that all preschool aged children are
immunized against disease as required in Section 44-29-180."
SECTION 2. This act takes effect upon approval by the Governor.
