A BILL

TO AMEND SECTION 2-1-180, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ADJOURNMENT OF THE GENERAL ASSEMBLY, SO AS TO CHANGE THE DATE FOR THE MANDATORY ADJOURNMENT OF THE GENERAL ASSEMBLY FROM THE FIRST THURSDAY IN JUNE TO THE THURSDAY BEFORE THE LAST MONDAY IN MAY IN ORDER TO REMIND AMERICANS OF MEMORIAL DAY.

Whereas, Memorial Day was officially proclaimed on May 5, 1868, and was first observed on May 30, 1868, when flowers were placed on the graves of Union and Confederate soldiers at Arlington National Cemetery; and

Whereas, this holiday commemorates those who have died serving their nation during war; and

Whereas, it would be a fitting tribute to move the adjournment date of the General Assembly of this State to a date which would underscore the significance this day has had in our country's history and remind Americans of the contributions of our veterans and members of the Armed Forces for their service to our great nation. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 2-1-180 of the 1976 Code is amended to read:

    "Section 2-1-180.    The regular annual session of the General Assembly shall adjourn sine dieNext each year not later than 5:00 p.m. on the first Thursday before the last Monday in June May. In any year that the House of Representatives fails to give third reading to the annual General Appropriation Bill by March thirty-first, the date of Previoussine dieNext adjournment is extended by one statewide day for each statewide day after March thirty-first that the House of Representatives fails to give the bill third reading. The session may also be extended by concurrent resolution adopted by a two-thirds vote of both the Senate and House of Representatives. During the time between 5:00 p.m. on the first Thursday before the last Monday in June May and the extended Previoussine die adjournment date, as set forth herein, no legislation or other business may be considered except the General Appropriation Appropriations Bill and any matters approved for consideration by a concurrent resolution adopted by two-thirds vote in both houses."

SECTION    2.    This act takes effect upon approval by the Governor.
