A CONCURRENT RESOLUTION

EXPRESSING THE DEEPEST SORROW OF THE MEMBERS OF THE GENERAL ASSEMBLY AT THE DEATH OF RICHARD LLOYD OF LEE COUNTY AND EXTENDING HEARTFELT SYMPATHY TO HIS FAMILY AND HIS FRIENDS.

Whereas, Richard Lloyd of Lee County died on Saturday, February 2, 1991; and

Whereas, Mr. Lloyd was an outspoken community leader who worked for civil rights in Lee County and supported the progression of black people as well as people in general; and

Whereas, he was the first to file a lawsuit to fight in court for single member districts and although the initial battle was lost, his groundwork helped People for Progress to reach success in that arena; and

Whereas, Mr. Lloyd's actions in instituting single member districts in Lee County during the 1970's gave blacks a chance to be elected to local public offices; and

Whereas, he also worked to provide rural water service through Cassatt Water Company; and

Whereas, Mr. Lloyd was a member in many other community and civic organizations, including the West Lee Elementary School PTA, and was a member of the trustee board of Spring Hill United Methodist Church; and

Whereas, he is survived by his wife and eleven children, as well as many brothers, sisters, grandchildren, and a great-grandchild. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly express their deepest sorrow at the death of Richard Lloyd of Lee County and extend heartfelt sympathy to his family and his friends.

Be it further resolved that a copy of this resolution be forwarded to his wife, Louise Bradshaw Lloyd.
