Whereas, he devoted a tremendous amount of his time, talents, and energy to civic causes and matters and was greatly respected and admired by all who knew him; and

Whereas, he was a devoted family man who was very family-oriented and placed the members of his family first on his list of priorities; and

Whereas, he was an active and dedicated member of New Mt. Olivet A.M.E. Zion Church and rendered the church countless hours of service and devotion; and

Whereas, Andy Carter's death has left countless persons deeply saddened, but his positive accomplishments and his outstanding service to others make his life on this earth one to be treasured and remembered forever with joy and gratitude. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, express sorrow at the death of Andrew Carter of Rock Hill and extend deepest sympathy to his family and many friends.
