A JOINT RESOLUTION

TO ESTABLISH A TASK FORCE TO OVERSEE THE IMPLEMENTATION OF THE RECOMMENDATIONS MADE BY THE TASK FORCE FOR SOLVING HOMELESSNESS; TO PROVIDE FOR ITS MEMBERSHIP AND DUTIES; AND TO PROVIDE THAT THE MEMBERS SHALL SERVE WITHOUT COMPENSATION.

Whereas, the State of South Carolina recognizes the need of all citizens of South Carolina to have safe, decent, sanitary, and affordable housing; and

Whereas, in 1990 the South Carolina General Assembly enacted Act 617 which established a Task Force to Study Homelessness in South Carolina and to recommend to the General Assembly solutions for this serious problem; and

Whereas, the South Carolina General Assembly Task Force on Homelessness met regularly and worked diligently throughout its two-year existence and on June 2, 1992, issued its final report containing well-researched, thoughtfully-developed recommendations for legislative, state agency, and community action; and

Whereas, the implementation of these recommendations is critical to addressing this statewide problem; and

Whereas, the State, its homeless citizens, and all residents would greatly benefit from the continuity, expertise, and dedication that would result from the Task Force on Homelessness providing oversight and assistance in the implementation of the recommendations. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. (A) There is created a task force to oversee implementing the recommendations of the Task Force on Homelessness. The individuals who served on the Task Force on Homelessness created by Act 617 of 1990 shall serve on this task force. They are:

(1) two members of the Senate and three members from the general public to be appointed by the President of the Senate;

(2) two members of the House of Representatives and three members from the

general public to be appointed by the Speaker of the House;

(3) three members of the general public to be appointed by the Governor. These members may not have an identifiable interest with the groups provided in item (7);

(4) the Executive Director of the South Carolina State Housing, Finance, and Development Authority;

(5) the State Commissioner of Social Services, or his designee;

(6) the State Commissioner of Mental Health;

(7) the presidents or directors, or their designees, of the following organizations:

(a) Association of Shelter Care Providers;

(b) South Carolina Association of Counties;

(c) South Carolina Association of Realtors;

(d) South Carolina Association of Housing Authority Directors;

(e) Black Homebuilders Association;

(f) South Carolina Coalition for the Homeless;

(g) Homebuilders Association of South Carolina;

(h) South Carolina Municipal Association;

(i) National Association of Social Workers;

(j) United States Department of Housing and Urban Development (state or local director);

(k) Department of Veterans Affairs.

(B) The chairman of the Task Force on Homelessness shall serve as the chairman of this task force.

SECTION 2. The task force shall provide oversight and shall monitor and assist in the implementation of the recommendations contained in the June 2, 1992, final report of the South Carolina General Assembly Task Force on Homelessness.

SECTION 3. The task force shall report to the General Assembly twelve and twenty-four months after this resolution's effective date on the progress and status of the implementation of the Task Force on Homelessness recommendations. Upon submitting its last report the task force is dissolved.

SECTION 4. The task force must be staffed cooperatively by the State Housing, Finance, and Development Authority, the State Department of Social Services, and the State Department of Mental Health. The task force shall conduct its business and carry out its duties without any additional cost to the State. All members of the task force shall serve without compensation; no member is entitled to per diem, mileage, subsistence, or any form of reimbursement.

SECTION 5. This act takes effect upon approval by the Governor.
