A JOINT RESOLUTION TO DIRECT THE JOINT LEGISLATIVE
COMMITTEE ON AGING TO FORM A BLUE RIBBON TASK FORCE
TO STUDY THE PLANNING, COORDINATION, AND DELIVERY OF
SERVICES TO ALZHEIMER'S VICTIMS AND THEIR FAMILIES, TO
RECOMMEND AN ORGANIZATIONAL STRUCTURE TO HAVE
PRIMARY RESPONSIBILITY FOR THESE FUNCTIONS, AND TO
REPORT TO THE COMMITTEE.
Whereas, currently in South Carolina there are approximately fifty
thousand persons with Alzheimer's Disease and related disorders, and this
number is estimated to increase by several thousand new cases annually;
and
Whereas, there are many more thousands of caregivers and family members
affected by Alzheimer's Disease and scores of public and private facilities,
agencies, and organizations that provide various services ranging from day
care to medical care to these victims and their families; and
Whereas, in view of the growing incidence of these illnesses, the array of
services provided and agencies involved, it is reasonable to conclude that
gaps in services may exist, as well as duplication of services in some
instances; and
Whereas, a study to ascertain whether it would be beneficial to the State
and to the Alzheimer's victims and their families for a single entity or
another organizational configuration to be given the primary responsibility
for planning and coordinating the delivery of these services. Now,
therefore,
Be it enacted by the General Assembly of the State of South Carolina:
Task force to be formed
SECTION 1. The Joint Legislative Committee on Aging shall form a Blue
Ribbon Task Force to study the planning, coordination, and delivery of
services for Alzheimer's victims and their families. This task force shall
study the network of agencies and organizations, public and private,
delivering these services and determine what organizational model would
be most effective and efficient in planning, coordinating, and delivering
these services, with special attention to specifically identifying an entity,
whether it is a single agency, existing or new, or another organizational
configuration, which should assume primary responsibility for carrying out
these functions and identifying funding needs and resources.
Members of the task force shall serve on a voluntary basis and are not
entitled to mileage, per diem, subsistence, or any other form of
compensation.
The task force shall submit its findings and recommendations to the
Joint Legislative Committee on Aging by January 1, 1994.
Time effective
SECTION 2. This joint resolution takes effect upon approval by the
Governor.
