 and required guardian or parental relationship prior to performing an abortion
 upon a minor, and to provide penalties; and to amend the 1976 Code by adding
 Sections 44-41-31 through 44-41-37 so as to provide requirements that must be
 followed prior to performing an abortion upon a minor and to permit a minor to
 petition the circuit court for an order granting an abortion.
