A Bill to provide that the General Assembly shall not increase the amount of
state funds appropriated in any one year above the amount appropriated in the
previous year plus a percentage of that amount based on the projected economic
growth of the state for the next fiscal year, except upon a two-thirds vote of
both Houses of the General Assembly; to establish a procedure for determining
the level of such projected economic growth; and provide for distribution
determining the level of such projected economic growth; and provide for
distribution of excess revenue to counties and municipalities to reduce ad
valorem taxes.
