A Concurrent Resolution memorializing the Congress of the United States of
America to call a Constitutional Convention for the sole and exclusive purpose
of proposing an amendment to the Constitution of the United States of America
to provide that unless adopted as law by the Congress, Federal Rules and
Regulations adopted by an administrative body or an official in the Executive
Branch of the United States Government shall not be the supreme law of the
land and shall not be superior in effect to any State laws or provisions of
State Constitutions.
