 1976, relating to road tax on motor carriers, so as to increase from twelve,
 excluding the driver, to twenty occupants, including the driver, the capacity
 of passenger vehicles included within the definition of "motor carrier";
 delete from the definition any truck propelled by a motor powered by a fuel
 other than gasoline; and exempt special mobile equipment defined in Item (11)
 of Section 56-3-20.
