 A Bill to amend Section 12-3-140, as amended, Code of Laws of South Carolina,
 1976, relating to the powers of the Tax Commission, so as to allow the
 Commission to certify a reduction in assessment to the County Auditor; and to
 amend Section 12-43-300, relating to the notification by the assessor to an
 owner or his agent of an increase in the appraisal or assessed value of his
 property, so as to delete the time requirement for notification, require the
 notice to include the use value estimate if applicable, the number of acres or
 lots, tax map and appeal procedure, and to provide that when there is no
 change or a change of less than one hundred dollars in appraised or assessed
 value the owner shall have until May first to serve written notice of
 objection upon the assessor of such value.
