A JOINT RESOLUTION

TO FREEZE APPROPRIATIONS OF RECURRING GENERAL FUND REVENUES FOR FISCAL YEAR 1998-99 AT THE LEVEL OF SUCH APPROPRIATIONS FOR FISCAL YEAR 1997-98 AND TO EXEMPT FROM THE FREEZE APPROPRIATIONS FOR EDUCATION, EMPLOYEE PAY RAISES, AND DEBT SERVICE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Appropriations of total recurring general fund revenues for the 1998-99 fiscal year may not exceed the total of such appropriations for fiscal year 1997-98, except with respect to appropriations for education, employee pay raises, and debt service.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
