TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-755 SO AS TO REQUIRE THE STATE BUDGET AND CONTROL BOARD TO DEVISE AND IMPLEMENT A PLAN REVISING THE PRESCRIPTION DRUG BENEFIT FOR STATE HEALTH INSURANCE PLAN MEMBERS FROM THE REIMBURSEMENT METHOD TO A COPAYMENT METHOD.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Article 5, Chapter 11, Title 1 of the 1976 Code is amended by adding:

"Section 1-11-755. The State Budget and Control Board, through its Office of Insurance Services, shall devise and implement effective no later than January 1, 2000, a plan that allows members of the state health insurance plan to obtain prescription drugs upon payment to the participating pharmacy of the required copayment with the balance paid directly to the pharmacy in the manner that the Office of Insurance Services determines appropriate. Deductibles applicable to the purchase of prescription drugs must be satisfied by members of the state health insurance plan."

SECTION 2. This act takes effect upon approval by the Governor.
