A HOUSE RESOLUTION
TO HONOR THE MEMORY OF THE LATE JOSEPH D. SAPP OF COLUMBIA, ONE OF THIS STATE'S MOST INFLUENTIAL CIVIC, BUSINESS, AND POLITICAL LEADERS, AND TO JOIN WITH THE CITY OF COLUMBIA IN RECOGNIZING THE MANY ACCOMPLISHMENTS OF THIS DISTINGUISHED SOUTH CAROLINIAN.
Whereas, Joseph D. Sapp of Columbia died on April 14, 2000, at the age of seventy-two after a brief illness; and
Whereas, for five decades, Joe Sapp was one of South Carolina's most influential civic, business, and political leaders; and
Whereas, he received his Bachelor of Laws degree from the University of South Carolina in 1949 and was elected to the South Carolina House of Representatives in a special election in 1949, at the time the youngest member ever elected to that body. He served through the 1950 session; and
Whereas, throughout his public life, he made enormous contributions to our State as an advisor to several governors and other political leaders and as chairman of the South Carolina Development Board from 1983-1986. His leadership of the Development Board created job opportunities for tens of thousands of South Carolinians; and
Whereas, he also served as Chairman of the Board of Dixie Electronics, Inc., and under his leadership Dixie Electronics developed into one of the southeast's most successful electronics sales and distribution firms; and
Whereas, in recognition of his distinguished career and achievements, the City of Columbia, later this year, will honor him by naming an appropriate venue in his honor; and
Whereas, the members of the House of Representatives, by this resolution, join with the City of Columbia in recognizing and honoring the outstanding contributions of this truly fine man. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives honor the memory of the late Joseph D. Sapp of Columbia, one of this State's most influential civic, business, and political leaders, and join with the City of Columbia in recognizing the many accomplishments of this distinguished South Carolinian.
