WILLIAM C. "BILL" LOGAN, JR., AND WILL FOWLER WHO RISKED THEIR LIVES BY
RESCUING A WOMAN AND HER THREE CHILDREN FROM ICY WATERS WHEN HER CAR SKIDDED
OFF AN ICY ROAD IN GREENVILLE COUNTY ON FEBRUARY 16, 2003.

A CONCURRENT RESOLUTION
TO CONGRATULATE AARON WEST, CRAIGEN SCHOEN, DR. WILLIAM C. "BILL" LOGAN, JR., AND WILL FOWLER WHO RISKED THEIR LIVES BY RESCUING A WOMAN AND HER THREE CHILDREN FROM ICY WATERS WHEN HER CAR SKIDDED OFF AN ICY ROAD IN GREENVILLE COUNTY ON FEBRUARY 16, 2003.
Whereas, the members of the General Assembly have learned of a miraculous rescue effort on February 16, 2003, by four Greenville County men; and
Whereas, on this day Cindy Anderson and her three children were returning from church when icy road conditions caused her car to slide off the road on which she was traveling and plunge into the frigid waters of Rocky Creek; and
Whereas, Chris Anderson, the sixteen-year-old son of Ms. Anderson, bravely stayed in the car until he unlocked the seat belts of his sisters before surfacing; and
Whereas, Aaron West who was driving by was the first to jump in the icy water to attempt to save the family and was able to free one of the daughters of Ms. Anderson; and
Whereas, shortly thereafter two other "Good Samaritans" who came upon the scene, Craigen Schoen and Dr. William C. "Bill" Logan, Jr., jumped in the creek to assist in the rescue effort; and
Whereas, Will Fowler came next and was able to break a window in the vehicle by using a rock which allowed these men to free the remaining daughter; and
Whereas, these men are to be congratulated and honored for risking their lives to save the mother and children they found that fateful day; and
Whereas, the members of the General Assembly pause in their deliberations to honor those whose unselfish actions saved a family from a watery grave. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, congratulate Aaron West, Craigen Schoen, Dr. William C. "Bill' Logan, Jr., and Will Fowler who risked their lives by rescuing a woman and her three children from icy waters when her car skidded off an icy road in Greenville County on February 16, 2003.
Be it further resolved that copies of this resolution be forwarded to Aaron West, Craigen Schoen, Dr. William C. "Bill" Logan, Jr., and Will Fowler.
